PASS confirms
- Schema validation passed under bounded limits
- Bundle-level creator signature verifies
- Receipt chain hashes link correctly
- Every receipt Ed25519 signature verifies
- Consensus quorum ⌊2W/3⌋+1 met
- No chain gaps detected
PASS does not mean
- The underlying event actually happened
- The signer was authorized in the real world
- The recorded decision was correct
- The bundle is legally admissible
- HMOS is certified or production-approved
- Any regulatory conformance
Cryptographic integrity is not factual truth. HMOS preserves the record. Reviewers, courts, program offices, and independent authorities interpret it.
